Local Service Providers, This communication is to notify the network of the updated Water System Utilities – Enrollment Status List for the Low Income Household Water Assistance Program (LIHWAP). The list is updated as of December 2, 2022. The Department of Community Services and Development (CSD) will continue to release any updates on a weekly basis. 

The attached list identifies all Water System Utilities that are in CORE and ready to receive payments. CORE is now up-to-date on all water systems that are enrolled in the LIHWAP Direct Pay process; therefore, if a water system in your area is enrolled to receive LIHWAP payments, they will also be reflected in CORE. 

The current, attached list identifies

  1. the name of all water systems enrolled in LIHWAP and in CORE;
  2. the date their entity was entered into CORE; and
  3. counties served.
  4. Please note, the “counties served" field is self-reported by water utilities. If you are aware of a utility serving another county, please notify your front-end vendor and move forward with serving the customer in that county.

Local Agency Providers, A corrected CSD 710 EA-PL Checklist Form has been posted on the CSD Local Agencies Portal (LAP) in the Energy Forms Section

The CSD 710 form is used to Document application of Priority List and Audited Measures installed.

There was a small correction with the new blended rates not populating the tables in the mobile home section. This has been resolved and the revised 710 is available for use.

Local Service Providers and Agencies, The Department of Community Services and Development (CSD) would like to inform you of the upcoming CORE application maintenance which will begin Thursday, December 1, 2022 at 5:00 PM through Sunday, December 4, 2023.

The maintenance period is required to establish the new LIHEAP Program for PY2023.

 Maintenance Start Date and Time

The maintenance will begin at 5:00 PM on Thursday, December 1, 2022.

Impact

During the maintenance period, the CORE application system and associated web service will be unavailable.

Recommendations

Please avoid using the CORE application and associated web service during the maintenance period. Use of the system may result in data and file transfers being interrupted which would result in corrupted data.

End Date and Time

The maintenance will be completed by 2:00 PM on Sunday, December 4, 2022. A notification will be sent alerting you of the maintenance completion.

Local Agency Providers, This communication is to inform you that CPN-E-22-06​ and the revised LIHEAP 2022 measure matrix​ dated 11/29/22 has been posted on the CSD Local Agencies Portal. 

This advisory communicates the transition requirements for the revised TRM and weatherization forms for LIHEAP and DOE and release of the LIHEAP 2022 measure matrix to include the new LIHEAP measures.

SERC Deadline Extended

Lack of Response Despite ACPU/SIR Exemption

Letter of Interest Due: December 21, 2022

 

U.S. Department of Energy (DOE) has extended the submission deadline for the Sustainable Energy Resources for Consumers (SERC) grant, due in part to low application volume.

 

Weatherization providers should note SERC funds are not subject to the average cost per unit (ACPU) or savings to investment ratio (SIR) requirements. SERC funds can be used to return to a previously weatherized unit to install specific measures.

 

SERC has at least $13 million available, with additional funds pending FY 2023 appropriations. There is no cap on individual grant amount. SERC awards can go directly to Grantees or to existing Subgrantees with Grantee certification. SERC will follow the PY 2023 period of performance, with carryover to PY 2024 allowed.

 

SERC uses include, but are not limited to, heat pumps, high performance hot water systems, and renewables. SERC can be used for fuel switching if state rules allow. Guidelines indicate funds can go to "deep energy renovations in multifamily buildings", but not "existing system maintenance". 

 

The initial letter of interest should specify the technologies, location and dollar amount requested, provide contact names, titles and certifications, and summarize the project's benefits and targeting to disadvantaged communities. Based on the letter of interest, DOE may request a full application, or suggest potential changes. The full application, due February 24, 2023, would entail a detailed technical description, budget, project management plan, and diversity, equity & inclusion plan.

STATE OF CALIFORNIA - DEPARTMENT OF COMMUNITY SERVICES AND DEVELOPMENT - NOTICE OF PUBLIC MEETING - REVISED LOW INCOME HOUSEHOLD WATER ASSISTANCE PROGRAM GUIDELINES - COMMENT PERIOD EXTENSION 

The Department of Community Services and Development (CSD) has released revised program guidelines for the Low Income Household Water Assistance Program (LIHWAP). LIHWAP provides financial assistance to low-income Californians to help manage their residential water utility costs. CSD is proposing to modify program eligibility to expand LIHWAP assistance to households seeking financial assistance for water and/or wastewater bills that do not have an arrearage and are current on their bill. Financial assistance for eligible households with current bills will be structured to ensure households with the lowest incomes receive the highest level of assistance.  CSD will hold a remote Public Meeting on November 29, 2022, at 1:00 p.m. to provide an overview of the Revised LIHWAP Program Guidelines
